197 Proxies, 62 properties represented today. Need 167 for a quorum, and we have 259. All questions at the end.
Budget Review
Positive financial position, money moved to reserves. Had grants to different subassociations for projects. Fire mitigation. Landscaping.
2024 budget approved in December. Budget is available online. Picked up Fish Hawk. Dues are $200. $30 goes into capital reserve. Replaced roof on community center, etc. Revenue includes Verizon cell tower at $1600 a month. See website for details. Landscaping, maintenance, and legal costs. Went up 8%. Passed.
Election of Directors
2 positions open. Motion to close nominations. Kathleen Branch and Linda St. Claire. Motion to affirm, all in favor.
Director’s Reports
Zach: Responsible for clubhouse. Send email to reserve as member of community. Primary work will be resurfacing the asphalt.
Paul: Used to be building and grounds. Paul handling two or three things. Compliance manager unable to make it. Compliance is backbone of our property values. Need to keep in shape with storage of vehicles, campers, trash. They enforce the rules. Trashcans are a problem. RVs are allowed for 48 hours, get exceptions. Dead trees need to be removed. Do not need permission to remove trees; also a town ordinance. Chipping in June.
Grounds…we have wells for the Town of Silverthorne, there is no surface water for the town. Water is becoming an issue. Looking at south entrance which has sprinklers, entertaining proposals for xeriscaping. Putting sprinklers in the ground so it doesn’t evaporate; currently at the Raven entrance.
Design Review Committee: 7 under construction…been 25 or so in the past. Applications are down significantly for new builds. Fish Hawk finished up. Two duplexes at Eagle’s Nest in the Ranch. Construction costs have gone up significantly, $400-600 per SF.
Ty: Trees, didn’t do anything in 2023 or 2024. Not paying a contractor to go in and remove trees. Chipping dates on Summit County website. 3 or 4 dates for the different neighborhoods. Trails (board displayed), June 15 will be trail cleanup. Other work at community center, including plantings and painting. Provide lunch and refreshments. 3 hours on a Saturday. Wildfire preparedness, working on removing dead trees and brush. Attended meeting with County. Nordic program has been a success…groomers are from the neighborhood. HOA, Town of Silverthorne, County. Lots of new statutory policies from Colorado. We had to update the bylaws with new statutory policies. Updated in August.
Kathleen: Noxious weed report. One-page handout identifies chemicals. Satisfies Colorado laws. Neils Lunsford does it; $40 per site. Pet and human friendly. Cut weed and put in plastic bag for Kathleen. John Taylor, free weed classes at the community center. Please sign up on his sheet. Signs will be posted when they will be spraying. Winds and rain can affect spraying, so subject to change.
Golf folks: Open Memorial Day for golf. Back 9 is closed, getting ready to clear trails. Memberships are available. Semi-public golf course. Website has information for using the clubhouse for events. New general manager Zander Hoskins April 1st. Coming from Colorado Springs.
John Station 10: Breaking ground April 10th. Question about staffing directed to John.
Kat: Mail…
Mike: $250 fine for dog poop. Can be off-leash, but under voice command. Will look into this and put in newsletter.
25 mph speed limit, will be reported to the police. Arch is owned by Raven. We lease the base of the arch for $1 a year so we can landscape it.
Silver Trout sub-association asked about beautification grant, it’s on the website. Deadline is April 30th.
